Risk-based corrective action (RBCA) is a decision-making process for the assessment of a site and selection of remedial action. RBCA is applied to voluntary cleanup programs in many states to ensure that the chosen action is protective of human health and the environment. In Illinois, the process is referred to as the Tiered Approach to Corrective Action Objectives (TACO). RBCA provides an incentive for industrial and commercial property owners to re-develop exisiting brownfields. RBCA can reduce remediation costs by :

• Reducing remediation time.
• Eliminating the need for remediation by demonstrating that health risks are within acceptable limits.
